Abstract

Poverty is widely accepted as a multidimensional problem with an individual's inability to satisfy basic needs through a lack of resources at its core. The structure of modern society means that many of our needs can only be met through geographically dispersed services and facilities, making travel essential to reach most of them. However, resources are required to gain access to and make use of that transport, irrespective of its kind, thus lack of resources can be a barrier to accessing important opportunities, such as employment and education, even where there is transport provision. Poverty is not just an issue for the Global South; one in six of the population in the UK are considered either in poverty or at risk of poverty.

This presentation will review the relationships between transport and poverty showing how they differ across modes, contexts and different population groups. It will then consider the role of transport in helping to address poverty including by assisting unemployed people to access job opportunities and making it cheaper for those on low incomes to travel. The presentation will be concluded by discussion about the appropriateness of using transport initiatives to address poverty.



About the Speakers

Roger Mackett is Emeritus Professor of Transport Studies and Principal Research Associate in the Department of Civil, Environmental and Geomatic Engineering at University College London. Currently he is involved in projects on children's independent mobility around the world, the evaluation of the health impacts of the Cambridgeshire Guided Busway, and the impacts of concessionary bus passes for older people. He is chair of the Transport Working Group of the Age Action Alliance (AAA) and a member of the Disabled Persons Transport Advisory Committee (DPTAC).

Helena Titheridge is a Senior Lecturer in Transport Studies and Director of the Centre for Urban Sustainability and Resilience in the Department of Civil, Environmental and Geomatic Engineering at UCL. She has 20 years of research experience in the areas of sustainability, the built environment and transport and has been involved in a number of funded research projects related to improving the accessibility of the built environment and transport systems for socially disadvantaged groups. She is currently researching the links between mobility and well-being, and the equity issues.
