Hi Satu,

I'm afraid your colleague is mostly right. A standard JR1 report contains
usage data for all of the publisher's/platform's journals. So that can
include access from non-subscribed titles due to such things as:

- hybrid Gold OA
- articles freely available for a limited time (e.g. marketing campaigns)
- post-termination access under expired subscriptions
- access granted in error

A publisher can go the extra mile and offer you a JR1 report for:

- Just the titles in a package, or
- Just the titles that you subscribe to
- Only titles with usage

But it is very common for a publisher's subscription fulfilment system to
be powered from a different data source to its usage system, so often they
can't slice the data up for you that way. That's also why you will
sometimes see discrepancies between the ISSNs in a COUNTER report and those
in a publisher's price list or in a subscription report.
