We had the same problem here Graham, but the principle of not withholding certificates is accepted and now the apprenticeship programmes are ‘front-loaded’ so that FS for example is completed early on.

 

We post out WBL certificates but keep photocopies so that when the full framework is claimed (by our MIS team) we can let them have scanned copies of the certificates. Some subject areas insist on giving the certificates to employers which I’m not happy about, but others here are not willing to say no to the  employers.

Hi,

 

Another query on certificates and I’d like to know what the practice is in other colleges with regard to apprentices.

 

Currently, we despatch certificates directly to the students as they complete each element of the framework and then send the final framework certificate on full completion.  However, this does sometimes lead to issues with apprentices not completing the full framework, because once they’ve received their NVQ certificate, they’re not necessarily interested in completing the other qualifications, particularly Functional Skills.  As this is impacting on our success rates for apprentices, I’m being asked by senior management to retain certificates for qualifications completed during the framework and only despatch them to the student on achievement of the full framework.  However, I’m fully aware that to retain certificates would be in breach of JCQ rules which state that “Certificates must not be withheld without prior permission from an awarding body which will only be given in very exceptional circumstances”.  I’m not sure of the position of those awarding bodies belonging to FAB, but suspect it would be similar to JCQ.
