The Self-assessment setting means that the student's own score is used in the calculation. You can use the advanced settings option in the assignment to switch off the self-assessment option. Some colleagues have used post-WebPA moderation to look at the correlation between self-assessment and the overall weighting, and used a penalty function if it appears that the self-assessment deviates by a lot from the overall weight, though I don't have full details on that.
