Thank you for the response. I realized as soon as I received the first response, I had answered my own question. I was treating it like an FOI request.
I forgot that a SAR is only valid until it has the fee, it is in writing, it identifies the information required. As the fee had not been paid, it was in writing, and the information was not fully identified (thus the correspondence), the time issue is moot.
