I think a lot of authorities have been hit hard in the cuts in the last few years and CL is not seen as essential so it is becoming increasingly normal that any officer with only basic experience, maybe even only studied CL as part of a module years ago maybe asked to review reports.

Presumably as a discharge of planning consent, the report is a matter of public record and on the LA planning website. Perhaps the name of the authority and the planning reference number could be posted to this group, so that anyone not conflicted and feeling strongly enough about the matter could look it up and follow Ruth's suggestion?
