Hi Noel
I feel that the biggest problem is consistency- applying a consistent
approach which can be benchmarked and continually assessed and evaluated is
the approach which will give credibility to the activity. Capability
assessment tools can be useful and disciplines such as OT are the experts
here, however as with any assessment we should be then looking at potential
job roles and assessing fitness to the role which is not the case in
disability assessment. I feel that as a professional it is very difficult
to assess against a broad criteria- ie fit for work, it is the what ,when,
how , where or if you like the devil in the detail. I empathise with
disability assessors, as it as though they are being asked to use a crystal
ball .
My view is that research needs to be around how we can categorise these
roles and use tools which relate to the categories- maybe a stepped
approach using a maitrix  for  functional ie MS dexterity etc and  going
onto sensory vision audio smell and that will help fitting the individual
to role- but maybe to simplistic.
