Ofcom’s citizenship report released today - also relevant and interesting, though still Ofcom conceives of citizenship in the digital age in terms of participating in communications processes rather than participating in society through communications

Dear all, this is a topic about which many colleagues have views and expertise.

If you are drafting a response can you consider circulating it to other colleagues?

Ofcom has today invited comments on how best to measure media plurality, after a request by the Secretary of State for Ofcom to lead the development of a measurement framework.

This request follows the conclusions of a consultation by the Department for Culture, Media and Sport (DCMS), which determined the scope of the measurement framework.

Media plurality contributes to a well-functioning democratic society by ensuring a diversity of viewpoints and by preventing any one media owner having too much influence over public opinion and the political agenda.

In September 2014, the Secretary of State asked Ofcom to develop a set of indicators for this framework and to decide on the most appropriate metrics for these.

Ofcom has been asked to develop this work in consultation with industry and is therefore inviting stakeholders to provide input. We also plan to issue a consultation in 2015 on the proposals for the indicators to include in the measurement framework.

Developing this measurement framework will allow a future baseline assessment on the state of media plurality in the UK.

The call for inputs document is published on Ofcom’s website. Responses must be submitted by 27 November 2014.

Ofcom has also published research on the measurement of online news consumption and supply.

The report, commissioned as part of Ofcom’s aspiration to remain at the forefront of technological understanding, discusses both established and newer innovative approaches used by industry and academic researchers to measure consumption and supply of news online.

The research was carried out by Oliver & Ohlbaum Associates, the Reuters Institute for the Study of Journalism and the Oxford Internet Institute at the University of Oxford on behalf of Ofcom.
