the other topic is on "Community-based Rehabilitation and Community Rehabilitation"

These are two different CFP with different deadlines. Although if one submits before the time it gets reviewed earlier and if accepted published earlier so it’s a rolling process. So the deadline is one after which no submission will be accepted anymore.
