I would merge the files at person level keeping the same hh characteristics for each person in the same hh. You will have 2 weights for each person. Then if the unit of obs for the analysis is the person use the person wts. I would also create a second data set at hh level using the spss command aggregate. If the unit is the hh use the hh weights. It all depends on what you want to do.
