Those on a low income can get NHS Healthy Start vitamin drops (A,C and D) for young children free of charge (up to the age of 4 years I think).

You can also buy these from GP Surgeries/Healthcentres in certain parts of the country (£1.80 for 10 mL, which lasts ~2 months).

Thanks, yes, the draft NICE guidance answers my question. It seems to focus on promoting awareness and availability of over the counter supplements. (Tesco does a 7.5 ug children's supplement at £1 for 90 tablets (also subject to a 3 for 2 offer), and Asda has infant vitamin D drops for £2.) It does not suggest that GPs should start writing vitamin D prescriptions for everybody in the high risk categories.
