No, it means that the connection strength is 43% of that specified by the A matrix and this effect is non-zero (i.e. posterior mean is different from 1) with probability of 0.99. 
 

How about 4.9 (1.00)? does it mean that there is a 100% increase in effective connectivity between two areas?


No, it means that the connection strength is 490% of that in the A matrix and the effect is non-zero with probability of 1.
