“Concerning night deliveries:

 

•     Loading and unloading equipment already silent on the market. No issue anymore. The main issue is the noise due to maneuvering with the truck (going backward-forward-backward-forward, ...) => A serial hybrid truck very good solution => No relation between combustion engine and gas peddle => Always working at the same number of rotations per minute.

•     Pavement structures are one of the most important factors => A flat pavement structure by far much better than old cobbles for example.

•     Drivers and loading/unloading workers need special training for silent operations

•     In waste: indeed the compactor is the problem

•     For policy: difficult to come to an international standard: How to measure? Now already one "common" standard: PIEK scheme: www.piek-international.com

The Freight Transport Association in the UK has taken a lead on pursuing the opportunities for night-time deliveries over many years, encouraged by its retailer members seeking better productivity from delivery fleets, avoiding rush-hour congestion and having perishable produce on shelves from the start of the day.

 

Night-time deliveries is a mis-leading term as most of the requests from retailers has been for permission to deliver an hour or two earlier or later than planning restrictions or Noise Abatement Orders currently permit, so typically 05:00 or 21:00, rather than 03:00. We prefer 'Extended Hours Deliveries' or, more practically, 'Quiet Deliveries'

This was developed following trials conducted by a number of retailers at different sites, working with different local authorities. The trials were sponsored jointly by the Department for Transport, the FTA and the Noise Abatement Society, a national charity that represented the residents' interests in the local negotiations.

 

In my experience there are three essential features for a move  to night-time deliveries to be successful:

 

1. A 24/7 complaints telephone number for residents that would be monitored and reacted to by the retailer and/or logistics contractor. This needs to be taken really seriously as most residents are skeptical that their interests will be taken into account.

 

2. A financial budget provided by the retailer (or a generous Government department or local authority) to resource and compensate the store manager and the logistics contractor for the additional costs (staff overtime, vehicle fittings, store adaptations, etc) incurred as a result of a move to night-time delivery. Many proposals have stalled because no one is prepared to take these costs into their local budget or profit margin. Trials are continuing in London but are funded by the Mayor for London.

 

3. A local authority willing to 'risk' complaints from residents (often via elected councillors) to allow the experience to be gained and the learnings to be captured and applied elsewhere. The wider benefits of removing HGV journeys from peak-hour traffic needs to be evaluated in terms that are sellable to local politicians.

 

These are not show-stoppers in themselves but combined do help explain why night-time deliveries are not as easy to move to as many believe, at least in the UK. Uniquely, the London 2012 Olympic and Paralympic Games provided the right commercial and political environment for many deliveries to be made at night but very few of them continued after the Closing Ceremonies.

Attached please find a paper written by some colleagues of mine from Heriot Watt University. It analyses the benefits of retiming deliveries in the UK.

The conclusions seem very sound.  You might be able to apply a similar methodology.
