UNHCR is pleased to announce the publication of the second edition of Nationality and Statelessness: Handbook for Parliamentarians, jointly produced by the Inter-Parliamentary Union (IPU) and UNHCR. This important advocacy and learning tool has been updated to take into account developments in law and doctrine, as well as successful operational responses, since the Handbook was first published in 2005. 

The publication of this Handbook occurs ahead of the launch of UNHCR's 10-year campaign to end statelessness. Parliamentarians are key partners for reaching this ambitious goal because national responses to statelessness often require legislation. The Handbook is an excellent means of broaching the issue of statelessness with national authorities in a practical, non-controversial way.

A joint letter from the High Commissioner and the Secretary General of the IPU (attached) has been sent to national parliaments which belong to the IPU. UNHCR offices are encouraged to work with their national parliaments, including by:
* Organising a public launch of the Handbook;
* Conducting seminars, training sessions or briefings; and
* Reviewing (and recommending amendments to) national legislation relating to nationality and statelessness issues.

The Handbook is now available on Refworld in English (http://www.refworld.org/docid/53d0a0974.html) and French (http://www.refworld.org/docid/53d0a13a4.html). An official launch of the revised Handbook is envisaged for the 131st IPU Assembly in Geneva in October 2014.
