Ruth I missed that - been busy! This has been made public on many occasions. The most recent of which was the Joint Northern Fora Summer Conference last week - see Mike Quint's excellent slides at 'Past Events' (last option on dropdown) at http://www.nwbrforum.org/index.php?option=com_content&view=frontpage&Itemid=1. These have been presented at numerous events across the country, including many free ones. If people cannot read the entire many 100s of pages of the C4SL outputs, and I admit it is a big effort, then Mike's slides are a great overview of what was done/why. At the same event, DEFRA's slides also help 'set the scene' and my slides address some of the misunderstandings out there. And CIEH were involved and they were invited to every consultation event. And before this, their views were sought on the new Statutory Guidance. Their views/responses were listened to by the Consortium and the Steering Group. Of course, everyone positions were also listened to, as this was a very wide ranging debate. Not everything happened in the C4SL work - actually more things were dropped than taken forward. And certainly, not everyone 'got their own way'. There is still fundamental misunderstandings of the C4SL work, with many attempts at misinformation still doing the rounds, and this statement has many inaccuracies that dwell on these misunderstandings and elements of misinformation. When we can have an open debate without people/organisations deliberately stating their misunderstandings and elements of misinformation as fact, then we can progress. I am very glad that CIEH 'backed down' form their anticipated write around to LAs (although I think they have written about background). However, to be blunt, CIEH releasing this just sounds like sour grapes that they didn't get everything they wanted.
