Stephen we are using your Basic LTI block and the learn instructor role is mapped to the LTI instructor role. Trish has instructor role in most of her courses and the student role in a few. I don't know much about webpa but is there a role by course to role by course mapping from learn to webpa?

Are you using LTI to connect Learn 9 with WebPA? If so, are you using the core LTI functionality in Learn 9 or the BasicLTI Building Block? If the latter, check the mapping of Learn 9 roles to LTI roles - perhaps Instructors in Learn 9 have been assigned the LTI Learner role by mistake.
