well, packages like mysql have /var/lib/mysql  .... there isnt such for
freradius or moonshot.... so if you suggest eg /var/lib/moonshot/
(and the moonshot package creates such a directory) then I'm happy

its not not weird, its wrong. the permissions should match requirements -
which I guess means it has to be reable by freeradius and moonshot libraries(?)
if people can confirm WHAT/WHO reads the file then it can be changed with
suitable user/group permissions...as righ tnow a malicious person could
edit the file, change a key and then use that for their own purposes...
