Hi,
If you want to go further you could say that it identifies a living person as an employee of a particular organsiation (assuming they aren't called John Smith).
There is however, the argument (a perfectly reasonable one IMO) that, as such a senior officer in a public body, there should be an expectation that their details are available to the public.
