Isn’t there a common duty of decency – the “bumper” first of all wanted the surgery to tell the other car owner, then he rescinded – but once that knowledge has been passed on hasn’t the surgery got a common duty to the other car owner to pass on that information ?

I have just had a phone call from one of my GP practices about a "bump" in their car park.

A patient has run in to another car causing damage (there is no CCTV). He has come in to reception and said that he has bumped another car and given his details. A short time later he has returned and said that there is more damage to his own car so he doesn't want the practice to give the other car owner his details.

 

Can the practice supply the details if asked by the other driver?

Is there a duty anywhere to report the accident and disclose details?

Should the practice supply the other driver with details even if he does not ask for them?
