Hi,

I would add to what Michael has said and say that I would be taking a very hard look at DPA s.7(4) in this situation and asking the question "Is it reasonable in all the circumstances for the identity of the sender and recipient (which in these kinds of situations is almost invariably tangled in with the opinion being expressed) and their opinion to be disclosed when it is clear that those remarks were made on a personal level, outside of a work context, with no expectation of disclosure etc. etc.?"

Regardless of the circumstances of the expression of the opinion, if there is evidence that indicates that the opinion the expresser holds appears to be a factor in their other professional dealings with the subject, this may well be a strong argument for disclosure. In my experience, it is this that is likely to be what the requester is looking to argue.
