Having an IPTC field might well help widen its appeal to photographers as this would allow easy integration into workflows around Adobe Bridge, Media Pro etc. Sarah Saunders (on this list I think) is part of the IPTC review team for Cultural Heritage.

It serves the same purposes - disambiguation (and identification) of authors; and the grouping of their work - as it does within academia.
It's already used, for instance, for Wikipedia article subjects and contributors.

A proposal could be made for one; what's the process for that?

In the meantime, the "CiUrlWork" parameter accepts multiple, comma-separated URL values, so the creator's ORCID could be incuded, in the form "http://orcid.org/0000-0001-5882-6823".
