Just load in another image, put it underneath in the file list, use the Greyscale colourmap (the default), then set the min value of the display range to be a lot less than the values in that image (e.g. -9999).  This will create a white background image and any image that you put on top of this will have the white show through whenever the intensities are less than the min value of the display range for that top image.

For example, a brain extracted image with min set to "1", or some small positive value, will show the brain voxels where the intensity is greater than 1 as normal, but will show through to the underlying image for the rest of the voxels - the background voxels - and if the underlying image looks white, then that's what the background will look like.
