I would be very annoyed if SiLC became a requirement & don't see why chartership is necessary. Would it require the SiLC or chartered Eng to be on site?

To me it is more important that the person on site is qualified. Too many companies send inexperienced people to site (or no Engineer!) who didn't do or read the phase 1 & don't know what to look for.  How reliable is DQRA if the ground profile is rubbish?

So there are standards against which this can be judged ultimately.

I would be in favour of a more strict definition - but only if it is allied to a qualification (such as SiLC or MCIWEM) and there is a system of audit on an annual basis (e.g anonomised reports) to demonstrate ongoing compliance.
