I think one of the most important considerations is being a member of an appropriate professional body.  The reason for this is because they all have rules of conduct.  There is almost certainly a requirement for CPD to be undertaken to keep up to date (a lot of “incompetence” is actually due to ignorance!). 

 

The Inst of Civil Engineers’ Rules of  Professional Conduct - No 2 states “All members shall only undertake work that they are competent to do”.  I would imagine other bodies have similar rules (and if not they should have!).

 

They also have complaints procedures if members break the rules.

 

None of it is a cast iron guarantee of competency – but we do not need yet another accreditation system.  SiLC, RoGEP, etc are all sufficient for what is required.

The NPPF indicates:

Competent person (to prepare site investigation information): A person with a recognised relevant qualification, sufficient experience in dealing with the type(s) of pollution or land instability, and membership of a relevant professional organisation.”

And

The UK Specification for Ground Investigation, 2nd Edition, published by Thomas Telford Ltd 2012 has onward reference to the qualifications for geotechnical and environmental personnel grades: e.g

So there are standards against which this can be judged ultimately.

I would be in favour of a more strict definition - but only if it is allied to a qualification (such as SiLC or MCIWEM) and there is a system of audit on an annual basis (e.g anonomised reports) to demonstrate ongoing compliance.
