The NPPF indicates:

?Competent person (to prepare site investigation information): A person 
with a recognised relevant qualification, sufficient experience in dealing 
with the type(s) of pollution or land instability, and membership of a 
relevant professional organisation.?

And 

The UK Specification for Ground Investigation, 2nd Edition, published by 
Thomas Telford Ltd 2012 has onward reference to the qualifications for 
geotechnical and environmental personnel grades: e.g

Graduate Engineer/Geologist/Environmental Contractor with at least 3 years 
of relevant experience since graduation
Chartered Engineer/Geologist/Environmental Contractor with at least 5 
years of relevant experience
Principal chartered Engineer/Geologist/ Environmental Contractor with at 
least 10 years of relevant experience*

So there are standards against which this can be judged ultimately.

I would be in favour of a more strict definition - but only if it is 
allied to a qualification (such as SiLC or MCIWEM) and there is a system 
of audit on an annual basis (e.g anonomised reports) to demonstrate 
ongoing compliance.
