Safe to remove it, this service has been dropped by Blackboard.
No longer included in the updater or vanilla installer.

We are managed hosted, 9.1 sp13, the last time I checked ours hadn’t been used in a while. Now I don’t seem to be able to get the reports to run at all
Is there much purpose to it, and if not is it safe to remove the building block? (trying to save on storage space)
