What really makes buildings safer?

There is a lot of public discussion about safety, especially in buildings.  We try and protect ourselves from fires, from crime, from hazards of all types.  However, does this really make us safer?  Is there a risk that an over emphasis on simple prescriptive “safety” requirements without understanding their limitations, intended purpose and real value can lead leads to contempt, complacency and possibly even a higher level of risk? The words "health and safety" are now sometimes mocked.  Fear of crime in the home grows, yet crime statistics are arguably at an all time low.   How do we achieve real improvements in safety without sacrificing our quality of life?
