I'm not sure either, but looking at the ./src/modules/rlm_eap/types/rlm_eap_ttls/rlm_eap_ttls.c file, we find the following comment:

RDEBUG("Skipping Phase2 due to session resumption");

In ./src/modules/rlm_eap/libeap/eap_tls.c you find the following:

if ((!tls_session->allow_session_resumption) ||

So I would think it does.
