We have introduced a system whereby the Course Manager must complete a
questionnaire regarding the student and needs. When Learning Support
receive this questionnaire they then use the information as a starting
point to determine whether the student has a 'normal way of working' and
should be put through assessment for AAs. They will check whether LS
staff are present in the classroom and if we received any reports from
school.

Some students have not been assessed for AAs based on the fact the
questionnaire is not present, the info on it does not support 'normal
way of working' or the information  cannot be backed up with a history
of need.

We have had some very good support from our ELT team.  When tutors
request the access arrangement we firstly ask for proof this is their
normal way of working - if we aren't given the proof at this stage then
the request is not taken any further.

 

At the start of the year on our training day all staff were informed of
the need to prove this as the normal way of working - this was done
whilst our ELT team were in attendance - they have since backed us
completely on saying no to the requests if there is no proof.

Hi All

I am getting distinctly cheesed off by the confusion that people are
allowing to develop between the recommendations on a Form 8 and the
requirement for "normal way of working". 

The majority of our learners have a Form 8 produced for them at the
beginning of an academic year (or worse, the first year of a two year
course) where a series of theoretical recommendations are made, eg. up
to 25% extra time and a Reader. What then happens is that the student
does not receive either of these in class and little is done to practice
with assistive technology or provide strategies for the learner to be
able to read for themselves. However, when it comes to exams time we, in
common with most Colleges it appears, are put under pressure to put a
full 25% extra time and a Reader in place. Then when it comes to the
exam the majority of these students neither use their Reader for
anything more than the odd word nor their extra time.

There appears to be a gap in the process that I am having difficulty in
getting filled - the part where the learner develops a "normal way of
working" including the access arrangement that suits their need. My
concern is three fold:

1. We are not helping the learner to become independent  for their post
College life. 

2. We are unfairly advantaging these students and hence disadvantaging
the others.

3. We are wasting resources in Exams unnecessarily.

How do you get your Management to understand that the initial report is
a starting point and that the Form 8 is supposed to then reflect how the
learners "normal way of working" has developed and the support
fine-tuned? The majority of teaching staff I speak to, from this and
other establishments, seem to wish to turn a blind eye to the middle
stage and just provide the disabled learner with as much in the way of
concessions in an exam as possible.
