Try replacing the launch URL with http://ltiapps.net/test/tp.php to see 
if it is the Blackboard or WebPA end which is causing the problem.  I 
suspect it is something to do with the way you have configured it in 
Blackboard.  Are you using the core LTI functionality in Learn 9 or the 
BasicLTI Building Block?  Have you set up the key and secret at the 
system (domain) level or entered them with the launch URL within a 
course?  Are you using an LTI tool placement?  My suggestion (when it is 
not working) would be to start simple and enter all the details within 
the content item in the course.
