Well this certainly does not sound right. What version of Learn 9 are you using? Is your WebPA server behind a firewall? I was unable to connect to it to try to help diagnose the problem. I suspect it is something to do with the way you have configured it in Blackboard. Are you using the core LTI functionality in Learn 9 or the BasicLTI Building Block? Have you set up the key and secret at the system (domain) level or entered them with the launch URL within a course? Are you using an LTI tool placement?
