I suspect that for anything but hearings of significant media interest the chance of the press turning up approaches zero. You might want to ask @hopkinsrobin on twitter - he's likely to be much more knowledgeable on this.

Thanks. Very thorough and helpful. I guess my follow up question is how many times have the press turned up at these events.
Is this likely or does it depend entirely on the topic. As with any of these events what I consider the Superbowl is for most people an event akin to watching paint dry. :)
I realize that the press and public are usually more interested in the Superbowl than watching paint dry, which I may have answered my own question. :)

Can't answer the first part. On the second, rule 35 of The Tribunal Procedure (First-tier Tribunal) (General Regulatory Chamber) Rules 2009 provides that a hearing must be in public, unless there is a direction that it be in private. And in exercising its powers to direct a private or part-private hearing the Tribunal must have regard to the overriding objective (rule 2) to deal with cases fairly and justly - it would not be "just" to direct that a hearing be in private, unless there was good reason.
There is also a FTT Practice Note, which deals with the subject of closed materials, but contains some points of general application:

We are reviewing the software that we are using for redactions. We have been using Adobe for several years and it has worked relatively well. The concern now is with the cost. Nitro pro is about a 1/3 to ¼ the cost of the Adobe XI professional.
I have never used Nitro so I would be grateful to hear from anyone who has used it. As we use Adobe mainly for the redactions and then some functionality around converting PDFs either to Word or from Word to PDF, I would be interested in your experience with these functions. Does it cost extra? Are there any glitches to aware of or any secondary issues to consider.

The second question is about attendance at first tier tribunals. We are going to our first one very soon. I am not going but I wanted to know if the Press and the public can and do attend these tribunals. I understand that in some cases there can be an open session and a closed session, if necessary, but I was not certain if anyone could attend the open session or only those invited by the Tribunal.
I recall that last year, or late the year before that, someone blogged about the Tribunal where the first fine was appealed. However, I do not recall if they were part of the appeal or if they were an interested party who attended.
