I came across this in January. Blackboard performed a patch for us and it is now working again. See below for full details:-

Subject: Java and multiple file upload in course files
Hi All,
Having an odd problem with the multiple file upload in the course content area for one of our staff, the java applet appears and you can drag and
drop files in but when you click on submit nothing happens… (same in every browser)
The problem started after java was auto updated to 1.7 r51 – which broke multiple file upload entirely – it just showed an error. I then downgraded
Java to 1.7 r45 (which we know works) and the upload box appeared again. After clearing the java cache, uninstalling all versions of java entirely and installing 1.7r45 fresh and rebooting… still no joy, the upload files box you can drag and drop in to appears
but you cannot click on browse or submit. I’ve also checked there are no java prompts hiding behind any other windows and that the plugin is allowed to run in the browser.
Has anyone else seen anything like this? If so how did you fix it?!
