The Phoenix Program was a "civilian assassination" program in Vietnam, that
involved cannibalism, posing and mutilation of corpses, etc.  The
conspiracy theory is that the "serial killer phenomenon," which emerged at
that time and shortly thereafter was an outgrowth of that program, on US
soil.  Back then it is said to have been under the rubric of The Process,
Church of the Final Judgement, of which the Manson Group (The Family, by Ed
Sanders) and the Son of Sam group (The Ultimate Evil by Maury Terry) were
said to be cells.  As well as the "Monster of Florence" group, iirc
(Programmed to Kill by Dave McGowan.)  As McGowan points out, a number of
these original "serial killers" were themselves "former" Phoenix
operatives.

Santa Muerte is known to be active amongst drug cartels.  The conspiracy
theory further hypothesizes that there was covert narcotics trafficking
through Air America in Vietnam and the subsequent Iran/Contra Affair in the
United States.

Let's say you accidentally discover the government or your local police are
involved in illicit trafficking of narcotics, weapons, children or
whatnot.  Is there a chance you might wake up dead shortly thereafter?

Of course this is all wild eyed, unconfirmed heresay.
