This is really a question for the neurodebian people as we don't bundle the Ubuntu version ourselves.
It does sound like you might represent an edge-case that they are not properly supporting.
I'd email this to the neurodebian list.

I'm trying to get FSL working on a Ubuntu machine in a CSH shell environment.  Is that shell environment supported?  It doesn't appear to be, because there are customizations to $FSLDIR/etc/fslconf/fsl.sh that aren't present in the fsl.csh in the same directory.  Is there any particular reason that the CSH shell environment isn't supported?
