Ah no, there is definitely open access status. I'm cc-ing Mike Palmquist, WAC Clearinghouse Editor, who indicated the following in his initial announcement:

"...now available at the Clearinghouse (for free download in PDF format) and at Parlor Press (for purchase in print format)."

I'm sure he can offer some insight.
