I don’t see a great deal of difference between “No element may be left in the information which could, by exercising reasonable effort, serve to re-identify the person(s) concerned” (CoE) and “The DPA does not require anonymisation to be completely risk free – you must be able to mitigate the risk of identification until it is remote” (ICO)
Both approaches acknowledge that complete anonymisation is very hard to achieve. And of course there is a strong argument that fully anonymous data loses much of its utility.
