My answer is a qualified yes – 1) If the resignation is accompanied by a media/public discussion of the importance of governments being held accountable for long-term strategies for DRR, and 2) Only if the new government focusses their attentions on implementing over-arching policies focussed on DRR.
Without these, there is little benefit to furthering the culture of DRR.
