I suspect this is because there is no 13.10 repository yet? I had this with the Ubuntu 12 packages when I was using a repository that was no longer valid. You may want to add a new apt source list in /etc/apt/sources.list.d/ with the following content: deb http://ppa.launchpad.net/moonshot/daily/ubuntu raring main deb-src http://ppa.launchpad.net/moonshot/daily/ubuntu raring main Raring is Ubuntu 13.04.
