It may be that an OH practitioner is able to provide the reference for fitness to practice, but I would certainly not do so unless I had seen them and smelt them, and taken a history..But if faced with this request for someone who had not been seen in OH before I would refer to OH Physician as I do not have specific expertise/competency in this area.
