After a reasonable time and several attempts at contacting the 'borrower', we invoice for the replacement cost plus a £10 admin charge per book. The admin charge remains payable even if the books are then returned. No fines so far. If no response, we send a letter after a fortnight with a £2 admin fee. If that doesn't work it gets past to Finance and the admin fee rises to £5. I don't like fines, as I think they inhibit a good working relationship and encourage users to think of us like public libraries. Our charge is for wasting our time! I am considering implementing fines from 1/4/14 and I would be grateful for any hints and tips on how to make this process painless. I would also be interested in knowing if charging fines has reduced the amount of books that do not get returned or if you invoice more as fines have no effect. What made you decide on your current fine charges? If recently implemented- what opposition did you encounter?
