I thought the L117 was more related to training as well. Having looked at both the L117 provides virtually the same advice as the HSG6 which is

 

The Drivers’ Medical Unit at the Driver and Vehicle Licensing Agency (DVLA) 52 publishes At a glance: Guide to the current medical standards of fitness to drive.12 This is aimed at health professionals and applies to lift trucks on the road, but can be applied to all work with lift trucks. For most work with lift trucks, a standard of fitness equivalent to that for the Group 1 entitlement (ordinary driving licence holders) would be appropriate. Activities such as working in a particularly demanding environment, working at night or moving highly toxic or explosive materials would probably be more appropriate to the Group 2 entitlement (heavy goods vehicle licence holders).

HSE is not prescriptive about the need for medical assessment for fitness to 53 drive lift trucks and there is no legislation relating directly to this topic. However, you may choose to screen potential operators before placement and then follow the guidelines for Group 2 licences in At a glance which require medical examination every five years from age 45, and every year from age 65 (in line with licence renewal periods). Always seek medical advice where there is any doubt about a person’s fitness to operate a lift truck.

 

The difference is that HSG6 advises a medical at age 40 then every 5yrs up to 65yrs, then it is annually.

Although you are asking about hand operated trucks not ride-on.

 

If you look at the current HSE guidance there is no longer a need to do FLT assessments as HSG6 has been superseded by L117 Rider operated lift trucks.

 

However, I use a document issued in Feb 13 by Strategic Forum for construction - Medical Fitness to Operate Construction Plant (HSE was part of the working group for this document). I think this was on jiscmail earlier this year, but have attached.

Dear list,

 

We currently undertake health assessment on any operator who uses a ride-on truck, including pallet trucks.

 

This was based upon discussion with EMAS a few moons ago.

 

We are currently debating whether or not there is a need to widen the criteria, given that the theoretical risk of collapse and subsequent harm/damage, when using trucks that are propelled whilst the operator is standing (on the floor), is perhaps just as high. In our organisation, we have very little evidence of actual harm/damage in this context versus the ride-on trucks.

 

Does anyone out there health assess those who operate hand trucks (not ride on) and if so, what is your rationale for this?
