We run a similar system to you with specified exam window purely because of the large numbers of students taking FS exams.

In May and June we only have final re-sits purely because of the main summer GCE/GCSE exams taking place.
Last year they let them re-sit and re-sit and re-sit but they still didn’t pass so this year I said they get the one free re-sit session as shown above and
then only the ones who were borderline fails can re-sit in May/June.
For ICT we do this on demand because we have low numbers for Functional Skills.
