When I was the technical security architect on NWN (now N3), the standard response from clinicians to the question: "What would you do if the EPR [Electronic Patient Record] was not available?" was ... "Treat on presentation."

Some doctors surgeries are about to share patient information with other health care providers across the secure health service network. Patients will be opted out of sharing unless they give permission. So if a District nurse needs to look at a patient record they will be able to call it up which they are unable to do at the moment (unless there is no consent). This copuld be a big help to the patients.
 
The issue I am sure will be raised is about recording consent. The computer system manual very clearly state that by clicking on the share button you should have discussed sharing with the patient and they have consented. I think this is enough to indicate explicit consent. I am sure some people would like to get a signed form from the patient. Does anyone have any views.
