I came across the Deregulation Draft Bill while stressing over the Red Tape Campaign, conflicts of interest at ACRE http://www.defra.gov.uk/acre/about/members-interests/, GM insects and such like.

"CALL FOR EVIDENCE ON DRAFT DEREGULATION BILL LAUNCHED The Joint Committee on the draft Deregulation Bill has launched a call for written evidence. 
The Joint Committee on the draft Deregulation Bill, chaired by Lord 
Rooker, was appointed by both Houses of Parliament on 17 July 2013 to 
conduct pre-legislative scrutiny into the draft Deregulation Bill and 
the policies underpinning it. The Joint Committee comprises six MPs and 
six Peers. It will take written and oral evidence and make 
recommendations in a report to both Houses. The Joint Committee is 
required to make its report by 16 December 2013.

The Joint Committee invites interested organisations and individuals 
to submit written evidence as part of the inquiry. The draft 
Deregulation Bill and the Call for Evidence are available by clicking here. 

The deadline for written submissions is 16th September 2013. The form for submitting written evidence is available by clicking here." 

Surely you cannot legislate to have the duty to promote economic growth???

"The Committee is inviting evidence on the Bill, which is intended to 
reduce the burden of regulation on business, civil society and 
individuals. Questions on which the Committee seeks evidence include:

The draft Bill covers a broad range of legislation. Could the same 
results have been achieved using existing secondary legislation?Are the changes in the draft Bill evidence-based and have any associated risks been properly taken into account?Does the draft Bill achieve its objectives effectively and fairly?To what extent does the draft Bill benefit consumers as well as businesses?Are safeguards regarding the use of the "no longer of practical use" power adequate and appropriate?Are there other changes to deregulatory powers, procedures and 
parliamentary oversight which should be included in the draft Bill and 
if so, why?Will the duty to have regard to promoting economic growth compromise the independence of regulators?"
