It would be worth your while to contact Kent, I think - their employee Daren Kearl produced an MLA South East income generation report in 2006. Unfortunately I can't lay my hands on a copy.
Speaking on behalf of Surrey - struggling like everybody else with the decline in DVD income, and having introduced pre-notification of overdues - I'd be VERY interested in your findings.
