The Argus service seems to be unreachable, may be it's behind a firewall; anyway could you verify the installation and in case the log files located into /var/log/argus?

Please consider that if you enable Argus support on a CREAM CE, the authorization layer of the CREAM service and GridFTP does not make use of glexec.
The glexec is used when you enable the gJAF support, see https://wiki.italiangrid.it/twiki/bin/view/CREAM/SystemAdministratorGuideForEMI3#1_2_4_Choose_the_authorization_m
