Freelance Contract: Project Evaluator

In December 2010, Tenbury Town Council were awarded £680,000 by the Heritage Lottery Fund to restore the art deco Grade II* listed Regal cinema. A two year programme of activities accompanied the capital restoration work. An evaluation of the project is now required, to be delivered before the end of the project in December 2013.

Tenbury Town Council require an evaluation expert to design, develop and implement an appropriate evaluation methodology to measure the impact of the capital restoration and the activity programme. It is desired that this should be primarily an outcome-based evaluation, assessing the impact that the newly restored Regal now has on the local and wider communities who use the building. It is hoped that the evaluation will demonstrate the wide-ranging benefits that the Regal now provides for the communities which it serves, both to the Heritage Lottery Fund and also to future possible funders.

The budget for the evaluation is £7,000 and includes any fees, travel expenses and materials. The successful contractor will need to work from home or their own office, as there is no vacant office space at the council or the cinema.

Proposals should be submitted by noon on 30th August. Selection will take place at the beginning of September, with the work to start immediately thereafter. The project is due to be completed at the end of December 2013, therefore the evaluation report will be required by the end of November 2013.
