Move to England or Wales then get back to the police and ask them to do their job !

 

S1 Protection from Harassment Act 1977 seems to cover this to a T:

 

 

A person must not pursue a course of conduct—

 

(a)which amounts to harassment of another, and

 

(b)which he knows or ought to know amounts to harassment of the other.

 

Also councillor might consider civil claim for injunction or damages for distress : see  s3

Second one today:

 

 

 

 

 

Councillor A is acting on behalf of a member of the public (Mrs A) who is continually being filmed by a neighbour (Mrs B).   Mrs A has been caused substantial distress by this.  This has led to Mrs B continually filming Councillor A.  Mrs B attended Councillor A’s surgery and started to film him and he asked that she stop filming.  Mrs B carried on.  Anyway, Mrs B is now following him – even when he walks his dog Mrs B is filming.

 

 

 

 

 

I pointed him to the following advice from ICO re. CCTV as I thought the same applied to filming:

Councillor A has contacted the Police as it is potentially stalking.  However, the Police said there is no law against filming.  However, I am of the view that this is a Police matter either one of harassment/breach of the peace/stalking.
