At Wirral Council, a good deal of shredding went on, in the face of requests, and as the heat rose, all uncovered and made public by a whistleblower. An external investigation (the Martin Smith report) later found the 'shredder' concerned, a senior officer, rather than being found to have lied about it, had er.... "misplaced guardedness on which he subsequently had to backtrack". So if manic shredding in order to save one's skin has been in vogue at your organisation, you could be flogging a dead horse looking in even the darkest of corners !
